MINUTES OF THE BOARD OF THE LAFAYETTE PARK NEIGHBORHOOD ASSOCIATION FOR JUNE 20, 2022 Members in attendance: Randie Denker, President; Matt Duke; Sam Kimelman; Bill Mattox; Kathy McGuire; Craig Shaw Others attending: Nina Alexander; Angie Deas; Brian Lupiani; Robert Volpe The meeting was called to order at 7:03 p.m. The minutes of the May meeting were previously approved. Treasurer's Report. Sam stated that Ellery has turned over the relevant financial records to him and he is awaiting the processing of updated signature cards from Kathy and Ellery to be able to conduct the Board's business through First Commerce Credit Union. Agenda Item 1, Midtown Working Group. Deferred until later in the meeting. Agenda Item 2, Grant Money for Neighborhood Projects. Bill reported that he is waiting for a response from Betsy Couch of the Knight Creative Community, which has apparently been delayed due to lack of action from the city. Agenda Item 3, Update on Activities of Alliance of Tallahassee Neighborhoods. Kathy commented that there have been no recent developments regarding proposals for the Northwood project or for future uses of the current Tallahassee Police Department property. The ATN has been interviewing candidates for the city and county commissions and it will endeavor to post those interview summaries on its website, wwwatntally.com, by July 4th. Agenda Item 4, Noise Issues. Randie reported that a state law regarding urban noise problems was amended recently to provide for the chief of police or a police administrator to break up parties under certain circumstances, including the existence of a disruption of traffic. She expressed reservations about whether the law would ameliorate the situation because of the requirement to have officials sign off on any action, and the fact that many of the gatherings do not obstruct traffic. Kathy stated that it's her understanding that the city is to revisit the ordinance in September, and Randie commented that the hoteliers are organizing to lobby for better enforcement. Agenda item 5, Mural Project on Miccosukee Road. Randie stated that neighborhood resident Jason Zaborske has expressed an interest in having a mural designed for the wall that borders his property on Miccosukee Road, east of Washington Street. Bill stated that he could connect various muralists to anyone who wanted to develop a potential project. After extended discussion about potential difficulties involving a crosswalk mural, it was agreed that the Board will send out an email to the neighborhood soliciting design ideas, and explore a possible wall project either on Mr. Zaborske's property or on property owned by Trinity Catholic Church. Matt agreed to approach a couple of his neighbors who are church members and ask them to broach the topic of a mural on their Miccosukee Road wall adjacent to the Rectory and report back to the Board. Agenda item re Midtown Working Group. Randie, reporting for John Wallace, reported that the MWG stakeholders submitted a list of unanimous recommendations to the city, and urged Board members to write to the city urging adoption. Committee Reports: Development and Growth Committee: No further report. Outreach Committee: Craig reported that a flyer was delivered to new neighbors on Terrace and that various other properties are being monitored for possible future delivery of handouts to new arrivals. Police Liaison Committee: No report. Newsletter Committee: No report. Communications Committee: Matt stated that the Facebook page continues to receive visitors. Disaster Preparedness: Brian suggested a notice to the neighborhood be sent out to ascertain whether there are resources available during emergencies, and to determine who might need assistance at such a time. The Board unanimously agreed and Brian will work up a notice. Traffic Committee: No report. The meeting adjourned at 7:48 p.m.
